"John Stockwell left the CIA when he decided that what they were doing was endangering national security not protecting it.
John R. Stockwell (born 1937) is a former CIA officer who became a critic of United States government policies after serving seven tours of duty over thirteen years. Having managed American involvement in the Angolan Civil War as Chief of the Angola Task Force during its 1975 covert operations, he resigned and wrote In Search of Enemies.
As a Marine, Stockwell was a CIA paramilitary intelligence case officer in three wars: the Congo Crisis, the Vietnam War, and the Angolan War of Independence. His military rank is Major. Beginning his career in 1964, Stockwell spent six years in Africa, Chief of Base in the Katanga during the Bob Denard invasion in 1968, then Chief of Station in Bujumbura, Burundi in 1970, before being transferred to Vietnam to oversee intelligence operations in the Tay Ninh province and was awarded the CIA Intelligence Medal of Merit for keeping his post open until the last days of the fall of Saigon in 1975.
In December 1976, he resigned from the CIA, citing deep concerns for the methods and results of CIA paramilitary operations in Third World countries and testified before Congressional committees. Two years later, he wrote the exposé In Search of Enemies, about that experience and its broader implications. He claimed that the CIA was counterproductive to national security, and that its "secret wars" provided no benefit for the United States. The CIA, he stated, had singled out the MPLA to be an enemy in Angola despite the fact that the MPLA wanted relations with the United States and had not committed a single act of aggression against the United States. In 1978 he appeared on the popular American television program 60 Minutes, claiming that CIA Director William Colby and National Security Advisor Henry Kissinger had systematically lied to Congress about the CIA's operations.

In McGehee's view: "The CIA is not now nor has it ever been a central intelligence agency. It is the covert action arm of the President's foreign policy advisers. In that capacity it overthrows or supports foreign governments while reporting "intelligence" justifying those activities. It shapes its intelligence, even in such critical areas as Soviet nuclear weapon capability, to support presidential policy. Disinformation is a large part of its covert action responsibility, and the American people are the primary target audience of its lies."
One instance of that was during the Vietnam war when the agency staged a phony enemy landing of a ship from North Vietnam laden with armaments. They brought out the press to see it and this provided the justification to launch operation Rolling Thunder, the bombing campaign that lasted from March 2, 1965 to November 2, 1965. Just three days before Richard Nixon was elected President."

Wisner began his intelligence career in the Office of Strategic Services in World War II. After the war, he headed the Office of Policy Coordination (OPC), one of the OSS successor organizations, from 1948 to 1950. In 1950, the OPC was placed under the Central Intelligence Agency and renamed the Directorate of Plans. First headed by Allen Dulles, Wisner succeeded Dulles in 1951 when Dulles was named Director of Central Intelligence.
Wisner remained as Deputy Director of Plans (DDP) until September 1958, playing an important role in the early history of the CIA. He suffered a breakdown in 1958, and retired from the Agency in 1962. He committed suicide in 1965.
On August 23, 1951, Wisner succeeded Allen W. Dulles and became the second Deputy Director of Plans, with Richard Helms as his chief of operations. In this position, he was instrumental in supporting pro-American forces that toppled Mohammed Mossadegh in Iran in 1953 and Jacobo Arbenz Guzmán in Guatemala in 1954. Another project he was involved in was with regard to the Belarus Brigade's leaders, a unit incorporated into a German SS division, who were assisted into the United States after the Second world war, due largely to his efforts. In defiance of federal law, John Loftus asserted, the Office of Policy Coordination helped obtain visas for Nazi collaborators from Belarus — who were believed to have facilitated numerous atrocities by the Nazi Germany. According to Loftus, it was all part of a Cold War scheme to wage guerrilla warfare in Soviet-occupied Europe, in which the Nazi collaborators were to play a key role. When the project collapsed, however, the Belarussians quickly settled in and obtained US citizenship – and intelligence agencies protected them from exposure for decades. J. Edgar Hoover and U.S. Senator McCarthy succeeded in forcing CIA director Roscoe H. Hillenkoetter to dismiss long-time staffer Carmel Offie in 1950, over Wisner's objections.

Charles Tracy Barnes (August 2, 1911 – February 18, 1972) was a senior staff member at the United States' Central Intelligence Agency (CIA), serving as principal manager of CIA operations in the 1954 Guatemalan coup d'état and the 1961 Bay of Pigs Invasion.
Tracy was born in Manhasset, Long Island, New York to parents Courtlandt Dixon Barnes (June 13, 1881 in Stonington, Connecticut - ?) and Katherine Lansing Barney (February 6, 1885 in New York City - ?), siblings were Courtlandt Dixon Barnes, Jr. (December 26, 1907 - 1997) and Katharine Lansing Barnes (February 27, 1909 - ?). He was educated at Groton School and Yale University, where he became a member of the Scroll and Key secret society. He graduated from Harvard Law School in 1937 and was hired by William Harding Jackson as an associate (1937-1939) at the Wall Street firm of Carter, Ledyard & Milburn. As WW-II began, Barnes was commissioned as a 2nd lieutenant, and was one of the first persons to attend the US Army-Air Forces Air Combat Intelligence School at Harrisburg, PA (June 1942) along with his '2nd cousin' John Hay 'Jock' Whitney. Barnes was married to Janet who was born June 10, 1913 in Providence, Rhode Island. At the Intelligence School, they began a lifelong friendship with the Whitneys. When Jock Whitney served as US Ambassador to Great Britain, Barnes served as CIA station chief in London.
During World War II he served first with United States Army Air Forces intelligence, then with the Office of Strategic Services. He was awarded France's Croix de Guerre and the US Silver Star. After the war, he returned to legal practice.
In 1950 he went to Washington to serve as special assistant to Under Secretary of the Army, Archibald S. Alexander. He also served as deputy director of the Psychological Strategy Board during the Korean War.
In 1951 he joined the CIA.
In 1953, he was appointed Special Assistant for Paramilitary Psychological Operations, under Frank Wisner, and was the principal case officer in the CIA operation leading up to the 1954 Guatemalan coup d'état.
From 1954 to 1956, he was appointed Chief Of Station (COS) in Germany.
From 1957 to 1959, he was appointed Chief Of Station (COS) in United Kingdom.
In 1960, he was appointed Assistant Deputy Director for Plans, under Richard M. Bissell Jr., with direct responsibility for the CIA operation leading to the Bay of Pigs Invasion in April 1961.
In 1962, he was made head of the CIA's Domestic Operations Division.
In July 1966 new CIA Director Richard Helms had Desmond FitzGerald fire Barnes from the CIA.
In June 1970, Tracy Barnes suffered a serious stroke. His recovery was slow and on 18 February 1972, he had a heart attack and died at his home at Saunderstown, Rhode Island.

On March 16, 1986, the San Francisco Examiner published a report on the "1983 seizure of 430 pounds of cocaine from a Colombian freighter" in San Francisco which indicated that a "cocaine ring in the San Francisco Bay area helped finance Nicaragua's Contra rebels." Carlos Cabezas, convicted of conspiracy to traffic cocaine, said that the profits from his crimes "belonged to ... the Contra revolution." He told the Examiner, "I just wanted to get the Communists out of my country." Julio Zavala, also convicted on trafficking charges, said "that he supplied $500,000 to two Costa Rican-based Contra groups and that the majority of it came from cocaine trafficking in the San Francisco Bay area, Miami and New Orleans."Former CIA official David MacMichael explained the inherent relationship between CIA activity in Latin America and drug trafficking: Once you set up a covert operation to supply arms and money, it's very difficult to separate it from the kind of people who are involved in other forms of trade, and especially drugs. There is a limited number of planes, pilots and landing strips. By developing a system for supply of the Contras, the US built a road for drug supply into the US.
In 1984, U.S. officials began receiving reports of Contra cocaine trafficking. Three officials told journalists that they considered these reports "reliable." Former Panamanian deputy health minister Dr. Hugo Spadafora, who had fought with the Contra army, outlined charges of cocaine trafficking to a prominent Panamanian official and was later found murdered. The charges linked the Contra trafficking to Sebastian Gonzalez Mendiola, who was charged with cocaine trafficking on November 26, 1984, in Costa Rica.

The illegal drug trade in Panama includes trans-shipment of cocaine to the United States. The 1989 United States invasion of Panama to topple Dictator Manuel Noriega was justified in part by the need to combat drug trafficking. Noriega, the dictator of Panama from 1983 to 1989, had a relationship with the U.S. Central Intelligence Agency (CIA) from the 1950s. More recently, Mexican cartels such as the Sinaloa Cartel have been active in Panama.
Although the relationship did not become contractual until 1967, Noriega worked with the U.S. Central Intelligence Agency (CIA) from the late 1950s until the 1980s. Allen Welsh Dulles (April 7, 1893 – January 29, 1969) was the first civilian Director of Central Intelligence (DCI), and its longest-serving director to date. As head of the Central Intelligence Agency (CIA) during the early Cold War, he oversaw the 1953 Iranian coup d'état, the 1954 Guatemalan coup d'état, the Lockheed U-2 aircraft program, the Project MKUltra mind control program and the Bay of Pigs Invasion. He was fired by John F. Kennedy over the latter fiasco.
Dulles was one of the members of the Warren Commission investigating the assassination of John F. Kennedy. Between his stints of government service, Dulles was a corporate lawyer and partner at Sullivan & Cromwell. His older brother, John Foster Dulles, was the Secretary of State during the Eisenhower Administration and is the namesake of Dulles International Airport.

Richard Mervin Bissell Jr. (September 18, 1909 – February 7, 1994) was an American Central Intelligence Agency officer responsible for major projects such as the U-2 spy plane and the Bay of Pigs Invasion.
After Frank Wisner suffered a mental breakdown in September 1958, Bissell replaced him as the CIA's Deputy Director for Plans (DDP). Bissel officially assumed the office on 1 January 1959. Richard Helms stayed on as Bissell's deputy. The Directorate for Plans reportedly controlled over half the CIA's budget and was responsible for covert operations. (DDP oversaw plans to overthrow Jacobo Arbenz Guzmán, Patrice Lumumba, Rafael Leonidas Trujillo, Ngo Dinh Diem, and others. Bissell's main target was Fidel Castro.)
As DD/P, Bissell also oversaw the early stages of Project OXCART, the development of the Lockheed A-12.
He also played a key role, as CIA Program Manager, in the development of the Corona program.
In March 1960, President Eisenhower approved a CIA plan to overthrow Castro. (See Operation 40). The strategy was organized by Bissell. Sidney Gottlieb of the CIA Technical Services Division was asked to come up with proposals that would undermine Castro's popularity with the Cuban people. (Gottlieb also ran the MK-ULTRA project from 1953–1964.) These schemes were rejected and instead Bissell decided to arrange Castro's assassination.
In September 1960, Bissell and Allen W. Dulles, the director of the Central Intelligence Agency (CIA), initiated talks with two leading figures of the Mafia, Johnny Roselli and Sam Giancana. Later, other crime bosses such as Carlos Marcello, Santo Trafficante Jr. and Meyer Lansky became involved in this first plot against Castro. The strategy was managed by Sheffield Edwards; Robert Maheu, a veteran of CIA counter-espionage activities, was instructed to offer the Mafia $150,000 to kill Fidel Castro. The advantage of employing the Mafia for this work is that it provided CIA with a credible cover story. The Mafia were known to be angry with Castro for closing down their profitable brothels and casinos in Cuba. If the assassins were killed or captured the media would accept that the Mafia were working on their own. The Mafia played along in order to get protection from the FBI.
In March 1960 a top-secret policy paper was drafted entitled: "A Program of Covert Action Against the Castro Regime" (code-named JMARC), "to bring about the replacement of the Castro regime with one more ... acceptable to the U.S. in such a manner as to avoid any appearance of U.S. intervention." This paper was based on operation PBSuccess, the policy that had worked so well in Guatemala in 1954. In fact, Bissell assembled the same team as the one used in Guatemala: Tracy Barnes, David Atlee Phillips, Jacob Esterline, William "Rip" Robertson, E. Howard Hunt and Gerry Droller (aka "Frank Bender"). Added to the team were Jack Hawkins (Colonel), Desmond FitzGerald, William Harvey and Ted Shackley.[19]
President-elect John F. Kennedy was given a copy of the JMARC proposal by Bissell and Allen W. Dulles in Palm Beach, Florida on 18 November 1960. According to Bissell, Kennedy remained impassive throughout the meeting. He expressed surprise only at the scale of the operation.
In March 1961 John F. Kennedy asked the Joint Chiefs of Staff to vet the JMARC project. As a result of "plausible deniability" they were not given details of the plot to kill Castro. The JCS reported that if the invaders were given four days of air cover, if the people of Trinidad, Cuba joined the rebellion and if they were able to join up with the guerrillas in the Escambray Mountains, the overall rating of success was 30%. Therefore, they could not recommend that Kennedy go along with the JMARC project.

David William Belin (1928–1999) was an attorney for the Warren Commission and the Rockefeller Commission. Belin was a partner in a Des Moines, Iowa law firm and, with former NBC News president Michael Gartner, was co-owner of The Tribune in Ames, Iowa.
Belin served as staff counsel to the Warren Commission, which investigated President John F. Kennedy's assassination. The Commission’s report concluded that Lee Harvey Oswald acted entirely on his own as Kennedy's assassin.
Belin was hired by Lee Rankin, chief counsel to the Commission, who assigned a team of two lawyers to each of the major areas for investigation. Belin and Joe Ball, a criminal defense lawyer from Los Angeles, shared the important task of investigating Oswald’s activities during the assassination. As their work progressed, Belin focused his efforts on trying to prove that a second shooter had participated in the assassination, but detailed work by the FBI and analysis of the Zapruder film suggested that all of the shots that hit President Kennedy and Texas Governor John Connally originated from Oswald’s position in the book depository.
At Robert Kennedy’s insistence, Chief Justice Earl Warren personally reviewed the evidence relating to President Kennedy’s medical treatment and autopsy. Because the photos were so gruesome, Warren prevented the staff attorneys from using the autopsy evidence to corroborate the testimony of medical witnesses. Belin described this decision as “disastrous” because it “gave rise to wild speculation and rumor” about the President’s injuries. Belin believed that the Kennedy family’s desire for privacy was outweighed by the public’s need to know the facts about the assassination.
In January 1975, President Gerald Ford, a former Warren Commission member, appointed Belin to serve as executive director of the Rockefeller Commission, which investigated illegal activities of the Central Intelligence Agency. Belin led the Rockefeller Commission’s effort to investigate and publicize the CIA’s program to assassinate foreign officials. Under pressure from Belin, the CIA turned over records demonstrating the existence of these secret activities. When members of the Commission, including Vice President Nelson Rockefeller, objected to further investigation, Belin used favorable press coverage to convince the Commission to allow him to continue. Key CIA officials then testified about the agency’s plans from 1960 to 1964 to assassinate Fidel Castro – plans that had not been disclosed to the Warren Commission. Based on this evidence, Belin prepared a draft chapter for the commission’s report, but both Rockefeller and Secretary of State Henry Kissinger successfully opposed publication of this chapter. Belin was upset about this decision, but the evidence that he collected provided important support for the groundbreaking work of the Church Committee in 1975 and 1976.
Responding to Oliver Stone’s movie “JFK,” Belin delivered a major defense of the Commission’s work in a speech at the National Press Club in Washington, D.C., on March 26, 1992. He described “the lies, omissions, misrepresentations, and manufactured facts” in the film, and characterized Stone’s work as an effort to impeach the integrity of Earl Warren, “a great Chief Justice.” Belin also noted the massive amount of money spent by film studios and television networks to generate controversy and profits “as they rewrite the truth” about the Kennedy assassination.
Belin wrote two books on the JFK Assassination: November 22, 1963: You Are the Jury (1973) and Final Disclosure: The Full Truth About the Assassination of President Kennedy (1988).
Belin stood by the findings of the Warren Commission’s report until his death, and was known to become incensed at any mention of an assassination conspiracy. As he lay in a coma in his final days, his friends would whisper conspiracy theories about the JFK assassination into his ear to confirm his unconsciousness by his unprecedented lack of response.

William Egan Colby (January 4, 1920 – May 6, 1996) was an American intelligence officer who served as Director of Central Intelligence (DCI) from September 1973 to January 1976.
During World War II Colby served with the Office of Strategic Services. After the war he joined the newly created Central Intelligence Agency (CIA). Before and during the Vietnam War, Colby served as chief of station in Saigon, chief of the CIA's Far East Division, and head of the Civil Operations and Rural Development effort, as well as overseeing the Phoenix Program. After Vietnam, Colby became director of central intelligence and during his tenure, under intense pressure from the Congress and the media, adopted a policy of relative openness about U.S. intelligence activities to the Senate Church Committee and House Pike Committee.

"The U.S. Senate Foreign Relations Committee's Subcommittee on Terrorism, Narcotics, and International Operations, chaired at the time by Senator John Kerry, held a series of hearings from 1987 to 1988 on drug cartels and drug money laundering in South and Central America and the Caribbean.
The Subcommittee's final report, issued in 1989, said that Contra drug links included:
Involvement in narcotics trafficking by individuals associated with the Contra movement. Participation of narcotics traffickers in Contra supply operations through business relationships with Contra organizations. Provision of assistance to the Contras by narcotics traffickers, including cash, weapons, planes, pilots, air supply services and other materials, on a voluntary basis by the traffickers. Payments to drug traffickers by the U.S. State Department of funds authorized by the Congress for humanitarian assistance to the Contras, in some cases after the traffickers had been indicted by federal law enforcement agencies on drug charges, in others while traffickers were under active investigation by these same agencies.[1]
According to the report, the U.S. State Department paid over $806,000 to "four companies owned and operated by narcotics traffickers" to carry humanitarian assistance to the Contras.[1]
The CIA Inspector-General's report was issued in two volumes. The first one, "The California Story", was issued in a classified version on December 17, 1997, and in an unclassified version on January 29, 1998.[48] The second volume, "The Contra Story," was issued in a classified version on April 27, 1998, and in an unclassified version on October 8, 1998.[49]
According to the report, the Inspector-General's office (OIG) examined all information the agency had "relating to CIA knowledge of drug trafficking allegations in regard to any person directly or indirectly involved in Contra activities." It also examined "how CIA handled and responded to information regarding allegations of drug trafficking" by people involved in Contra activities or support.[50]
The first volume of the report found no evidence that "any past or present employee of CIA, or anyone acting on behalf of CIA, had any direct or indirect dealing" with Ross, Blandón, or Meneses or that any of the other figures mentioned in "Dark Alliance" were ever employed by or associated with or contacted by the agency.[51]
It found nothing to support the claim that "the drug trafficking activities of Blandón and Meneses were motivated by any commitment to support the Contra cause or Contra activities undertaken by CIA." It noted that Blandón and Meneses claimed to have donated money to Contra sympathizers in Los Angeles, but found no information to confirm that it was true or that the agency had heard of it.[51]

In the 623rd paragraph, the report described a cable from the CIA's Directorate of Operations dated October 22, 1982, describing a prospective meeting between Contra leaders in Costa Rica for "an exchange in [the United States] of narcotics for arms, which then are shipped to Nicaragua."[49][non-primary source needed] The two main Contra groups, US arms dealers, and a lieutenant of a drug ring which imported drugs from Latin America to the US west coast were set to attend the Costa Rica meeting. The lieutenant trafficker was also a Contra, and the CIA knew that there was an arms-for-drugs shuttle and did nothing to stop it.
The report stated that the CIA had requested the Justice Department return $36,800 to a member of the Meneses drug ring, which had been seized by DEA agents in the Frogman raid in San Francisco. The CIA's Inspector General said the Agency wanted the money returned "to protect an operational equity, i.e., a Contra support group in which it [CIA] had an operational interest."

He was a guest scholar at the Brookings Institution. He was married to Revenue Watch Institute President Karin Lissakers. Mayer died at the age of 91 in Shelter Island, New York on August 1, 2019 from complications of Parkinson's disease.

As a Marine, Stockwell was a CIA paramilitary intelligence case officer in three wars: the Congo Crisis, the Vietnam War, and the Angolan War of Independence. His military rank is Major. Beginning his career in 1964, Stockwell spent six years in Africa, Chief of Base in the Katanga during the Bob Denard invasion in 1968, then Chief of Station in Bujumbura, Burundi in 1970, before being transferred to Vietnam to oversee intelligence operations in the Tay Ninh province and was awarded the CIA Intelligence Medal of Merit for keeping his post open until the last days of the fall of Saigon in 1975.
In December 1976, he resigned from the CIA, citing deep concerns for the methods and results of CIA paramilitary operations in Third World countries and testified before Congressional committees. Two years later, he wrote the exposé In Search of Enemies, about that experience and its broader implications. He claimed that the CIA was counterproductive to national security, and that its "secret wars" provided no benefit for the United States. The CIA, he stated, had singled out the MPLA to be an enemy in Angola despite the fact that the MPLA wanted relations with the United States and had not committed a single act of aggression against the United States. In 1978 he appeared on the popular American television program 60 Minutes, claiming that CIA Director William Colby and National Security Advisor Henry Kissinger had systematically lied to Congress about the CIA's operations.

In 1950, the Central Intelligence Agency (CIA) surreptitiously created the Congress for Cultural Freedom (CCF) to counter the Cominform's "peace offensive." At its peak, the Congress had "offices in thirty-five countries, employed dozens of personnel, published over twenty prestige magazines, held art exhibitions, owned a news and features service, organized high-profile international conferences, and rewarded musicians and artists with prizes and public performances." The point of these endeavors was to "showcase" U.S. and European high culture, including not just musical works but paintings, ballets, and other artistic avenues, for the benefit of nonaligned foreign intellectuals.
Many U.S. government organizations used American music to persuade audiences worldwide that the U.S. was a cradle for the growth of music. The CIA and, in turn the CCF, were reluctant to patronize America's musical avant-garde, which included artists such experimental musicians as Milton Babbitt and John Cage. The CCF took a more conservative approach, as outlined under its General Secretary, Nicolas Nabokov, and concentrated its efforts on presenting older European works that had been banned or condemned by the Communist Party.
In 1952, the CCF sponsored the Festival of Twentieth-Century Masterpieces of Modern Arts in Paris. Over the next thirty days, the festival hosted nine separate orchestras which performed works by over 70 composers, many of whom had been dismissed by communist critics as "degenerate" and "sterile," including composers such as Dmitri Shostakovich and Claude Debussy.[2] The festival opened with a performance of Stravinsky's The Rite of Spring, as performed by the Boston Symphony Orchestra. Thomas Braden, a senior member of the CIA said: "The Boston Symphony Orchestra won more acclaim for the U.S. in Paris than John Foster Dulles or Dwight D. Eisenhower could have brought with a hundred speeches".
The CIA, in particular, used a wide range of musical genres, including Broadway musicals, and even the jazz of Dizzy Gillespie, to convince music enthusiasts across the globe that the U.S. was committed to the musical arts as much as they were to the literary and visual arts. Under the leadership of Nabokov, the CCF organized impressive musical events that were anti-communist in nature, transporting America's prime musical talents to Berlin, Paris, and London to provide a steady series of performances and festivals. In order to promote cooperation between artists and the CCF, and thus extend their ideals, the CCF provided financial aid to artists in need of monetary assistance.[citation needed]
However, because the CCF failed to offer much support for classical music associated with the likes of Bach, Mozart, and Beethoven, it was deemed an “authoritarian” tool of Soviet communism and wartime German and Italian fascism. The CCF also distanced itself from experimental musical avant-garde artists such as Milton Babbit and John Cage, preferring to focus on earlier European works that had been banned or condemned as "formalist" by Soviet authorities.
Operation Mockingbird is an alleged large-scale program of the United States Central Intelligence Agency (CIA) that began in the early years of the Cold War and attempted to manipulate domestic American news media organizations for propaganda purposes. According to author Deborah Davis, Operation Mockingbird recruited leading American journalists into a propaganda network and influenced the operations of front groups. CIA support of front groups was exposed when an April 1967 Ramparts article reported that the National Student Association received funding from the CIA. In 1975, Church Committee Congressional investigations revealed Agency connections with journalists and civic groups.
In 1973, a document referred to as the "Family Jewels" was published by the CIA containing a reference to "Project Mockingbird", which was the name of an operation in 1963 wiretapping two journalists believed to be disseminating classified information. The document does not contain references to "Operation Mockingbird".
In the early years of the Cold War, efforts were made by the United States Government to use mass media to influence public opinion internationally. After the United States Senate Watergate Committee in 1973 uncovered domestic surveillance abuses directed by the Executive branch of the United States government and The New York Times in 1974 published an article by Seymour Hersh claiming the CIA had violated its charter by spying on anti-war activists, former CIA officials and some lawmakers called for a congressional inquiry that became known as the Church Committee.
